The strategy in assessing your operation is being honest with yourself. It’s your operation, you have to look at yourself in the mirror. 

If you are comfortable with your assessment, then the resource can be considered in a resilient situation.

If you are not comfortable with your assessment, then the resource can be considered in a risky situation. It will then be up to you to decide what actions need to be taken to move that resource to a resilient situation. A date needs to be set for when the action item will be completed. This will give legitimacy to the plan.

The action items that come from this assessment process will feed in to an overall strategic plan for the operation.
